There seems to be more mysteries to unravel:

  • SB21 was proposed for the "establishment and administration of the Texas Strategic Bitcoin Reserve for the purpose of investing in cryptocurrency and the investment authority of the comptroller of public accounts over the reserve and certain other state funds".
  • SB21 was filed on 2/12/2025, signed on 6/12/2025, and effective on 9/1/2025.
  • SB21 was sponsored by Dr. Charles Schwertner and others (see red arrow on screen print).
  • The contract was brought to COCS by Brandon Schwertner while SB21 was still in the Texas House and Senate and was not yet signed into law.
  • We still do not know the familial relation between Charles and Brandon Schwertner.
  • It may be a sheer coincidence that these 2 with individuals, with the same unusual last name, are working on such a tightly interwoven project with a potential for large profits.
  • As I understand it, the negotiations were made by the City Manager and the COCS Economic Development Dept. There was a NDA in place during these negotiations so that even the City Council perhaps was unaware of the details of the contract.
  • Nothing about this deal passes the sniff test!

It's surprising and a bit insulting that the company CEO thinks that bitcoin vs AI makes any difference about the data center opposition. Clearly - CoCS bought land planning for a higher value creating jobs, taxes and livability. Since the economy has presented challenges to that vision occurring on their expected timeline, they are willing to sacrifice jobs and livability for taxes. It's really that simple.

The City buys property and sometimes uses that property to incentivize businesses to come build here like with what they did to entice Costco to build here. The City of Bryan did it with their business park area they owned near the north side of their city. You don't have to agree with it, but it is common practice.


I see your overall point and in this case, it is not always 100% true.

Cities have zoning ordinances, and you just cannot build whatever you want wherever you want. I do not know what this specific parcel is zoned for.

You can change the zoning of parcels. The request has to be posted publicly and there is also more to the process along with a public hearing. And this is a good example of how things can sneak through.

There are a lot of different type of zones. I looking all this up after learning about the data center I was surprised to learn how many we actually have. I was thinking maybe 4 or 5.

I think there is about 10 different residential zones from Middle Housing to General Suburban to Duplex.

There are 8 to 10 different Non-residential districts such as Business Park, Business Park Industrial, and even Natural Areas Protected.

I think there are 8 Planned and overlay districts such as 3 different Northgate districts, Wolf Pen Creek Development Corridor, and Planned Mixed-Use Development.

The city also has different noise levels and quiet hour thresholds for different zones.

I appreciate Yancy telling us, but I think he has ulterior motives. I won't be shocked at all if he votes yes on this, even after seeing all the opposition.

Thanks to everybody who is going to speak (or run loud equipment for their speaking time to make a point).

I can't make it to the meeting but did email all of the members of city council and the mayor. I have no idea if they're reading stuff that was sent today, but maybe they can at least glance at the subject headings on ones they don't have time to read so they know how many more people are telling them to vote no.

Because the private sector doesn't get the money from hotel occupancy taxes that are brought in when a convention comes to town to use the convention center and the attendees stay in hotels.

Makes sense but can you imagine if you are there for another item. I have had that situation before. Lay down easy vote but have to wait through 5 hours of another issue.

And I do agree, that is why City's have Zoning. However, I think this one might already be zoned correctly for light industrial.

Off hand, I can't recall hearing anything about a rezoning for this to be built.

There should be a special noise limit of 30db or less at the property line.

Nearly a year of secret negotiations is a huge problem.

City staff/council electing to sign an NDA to the detriment of the citizens is a huge problem.

I actually got a reply from William Wright that wasn't a form letter.

He asked where I saw that they're selling to a middle man and what details weren't being given.

For where I saw that Priority Power is a middle man and some other company would actually run the data center, I said KBTX and here.

The power plant on Lake Bryan can only generate about 206MW peak. They cannot do that sustainable for 24/7.

That's not even enough to power BCS. The proposed data center is supposed to consume 600MW. That's 3 lake Bryan Power plants running at full throttle.

It is right there on Priority Powers landing page of their web site.

"We act as an extension of our client's staff to develop and implement strategies that mitigate risk and overcome challenges associated with managing energy data, supply, demand, and delivery infrastructure."

In simple terms they are the middle man.
