The composition of the Court has changed since the Obama administration wherein they cast doubt on whether states have any constitutional role in immigration. Democrat candidate; after a long pause, congress should enforce immigration laws, not the executive branch, that's where the power belongs.

Congress doesn't enforce laws, they pass laws and Executive branch enforces them.

DHS/ICE under Trump is enforcing immigration laws PASSED BY CONGRESS. And none of the laws are new, POTUS Trump has not signed ONE immigration law that DHS/ICE is enforcing; all those laws predate his first term.
