Here's the rub. If Ro Massie wanted an independent monitor to be part of this, if they wanted to compel the DOJ to meet certain deadlines, they could have included such actions in their act.

They didn't. Why? Because their act was just showpiece legislation with no real impact or consequence. Why? I imagine it was done to get the votes. Why? Cause Congress wants to keep this game going as long as possible.
