Douglas, with the bubble wand necklace, always gets me, and his Make Mistakes Party.
Very itysl type character.
I had to go online after the first time I saw him because he looked familiar, Douglas is played by Jim Downey, who was the head writer on SNL for seasons 11-20 (1985-1995).
He's also in one of the most iconic scenes in my memory.

Conan had him on his podcast not that long ago where he revealed that NBC was going to fire him due to the OJ jokes on SNL during Weekend Update. He wrote Weekend Update along with Norm Macdonald, so he's in the running for the funniest person I can think of. Norm was told about this and he told the network executive that if he fired Jim then he'll quit the show too. They ultimately both lost their jobs for the OJ jokes. Norm never told Jim about that, he didn't find out until later from another network executive.
Sorry for taking a left turn but I'll always think of that story anytime I see him.
