Noticed this morning there are 20 or so bags every couple hundred yards laid along Fitch on the side of the road. Thought it was just mulch or something for flower beds but they're at the turnaround at 6 too. Anyone know what they're for?

They seemed to correspond with dead ornamentals in most places or blank spots between living plants. The east end of Fitch out to 30 is nice now but the creek crossing will still rock a trailer.
No one was behind us this morning so we slowed down and the bags say Quality Pavement Repair-
Permanent and easy pothole repair.

This. I watched them use them. Just odd to me but whatever works.
What project is happening?
I thought the same thing, but the placement is odd.
I noticed over the last week the bags are now tossed into the grass- some are broken open and spilling out. Wonder who We paid to put these bags out for no apparent reason and left to be a mess?
