Those judges are stuck in the bigoted old mental framework that only people of a race can effectively represent that race in congress, and that also happens to align closely with political affiliation with black voters divide they are as a group so closely aligned with the Democrat party. This ruling seems to ignore the direction of SCOTUS that race consolidation cant be the specific criterion for district creation. It is pretty evidently racist to tokenize a population and isolate them from their share of influence in local area eldctins by carving them out of other districts and isolating them into a single district, so their influence as a population is limited to one representative instead of potentially several representatives they might have an influence over.

So the lower court directed them to create districts based on race in direct violation of the SCOUS ruling.

Just ignore the court at this point.
