I don't know. It seems like Trump can feel the direction of the breeze right now and is already taking the first steps back. He may crank up the volume if he holds on through midterms but for now he is stating publicly that ICE is making mistakes, calls the Renee Goods killing a "tragedy", and is saying that ICE will pull out of Minnesota sometime soon. He also refused to take a stance on the Pettit shooting, saying that he does not know who was at fault when his own cabinet made more specific statements.
Reporting form Bloomberg and other outlets say Trump is incredibly frustrated by the mounting bad pr. Their was an opinion poll out a few days ago saying a majority of independent voters are in favor of abolishing ICE all together.
Trump is all too happy to throw his hard core base voters under the bus if needed on this issue.
