I think fake, but since this would likely be in conjunction with the Chinese trade deal, it may not be.

Trump wants to "win bigly" at almost any price - imo, he will always put his "legacy" over any other consideration.

BTW, this would also be caving to the "top" Universities who "need" the bodies. I'm not sure how that fits into his calculus; he could offer this to them for their caving in some other areas.

It's wrong that Universities use foreign Nationals to balance the books
That being said forcing universities to reverse course is not a horrible idea
Pulling the plug on every foreign national is a really bad idea just like trying to force every illegal to self deport in less than 12 months is also likely to turn out badly because crops will rot and processing plants ( cow pig chicken ) can't function without illegals

And 600K is a lot, but if anyone has walked along the halls of UTSW/TTUHSC/MD Anderson research centers you might recognize we are presently around 90% dependent on a combination of Indian and Chinese post-doc/grad students researchers. I don't think they are exceptions, so a hard 'cut off' would be both legally impossible and practically a bad thing for ongoing research that matters, even if it is a compromised risk.

And make no mistake, it's the sons/daughters of the rich/elite CCP folks who are here as college/post grad students. They are undoubtedly negotiating to keep that open for a bit. The "Confucius Institute" etc. is all a big problem with our higher ed places, but Trump takes a very transactional approach to this stuff, and is I would hope trying to butter up the Chinese for a better trade deal, while scaling back their influence at home longer term.

I have confidence he knows they played their assets like Manchurian BCG POTATUS, Ukraine war, trade, educational/industrial institution spying, well for the past 5 years. It's just pointless to merely yell at the clouds about it. All that being said, surely he isn't talking about doubling the number of CCP students? That really would be…insane. That said:

1) We still don't know the broader context. If it includes permanent tariffs at the rates they are now, it might not be a bad deal. If we are getting paid $200 to $300 billion a year in tariffs from China, and we are saying 600,000 students over the period of a decade, that is maybe ok. If it includes real, measurable crack-downs on fentanyl production, it might not be a bad deal.

2) This is exactly the type of diarrhea of the mouth from Trump I hate. His lack of communication discipline sucks.

3) I still refrain from measuring what Trump does and not what Trump says. He is bluster for a reason. He seems to be pretty good at making good deals.

So, bad Trump for the crappy soundbite. Whether or not any trade deal with China is good or bad, Trump still gets an incomplete.

So if it's 600K over 4 year as some suggests it is at a minimum a 25% reduction in what's happening right now, given that last year there were over 275K chinese students.
