Touch up painting powder coated deck railing

Have ~5 yr old powder coared deck railing that I don't think was incredibly well done to start with and has had a few chips over the years.

Fast forward to today getting our roof redone...I don't believe the roofers covered the railing very well when chucking down the old shingles. I've not gone outside as crap is still failing from the roof but it looks like they scratched the railing all to hell.

Question is how best to fix this. I've used Rustolem rattle can in a few small spots and it works just ok. Has more of a shine than I'd like and of course isn't practical for large scale.

Any bright ideas TexAgs?

My idea would be to ask the roofer what he plans to use to fix it and how long that powder coating job is going to take.

start with the roofer. If that doesn't go anywhere, get a spray paint with a matte finish, should be able to do it without gloss.
