Are these gaps in my window an issue?

Do these gaps need to get fixed? My other windows have hardly any gaps like this.

I suppose water could get in, especially wind driven rain.

But, it's really just a cover. Someone just cut it shirt. Must've been a Friday

If water got in, would that just drain out of the weep holes in the window frame?

Would it hurt to caulk those gaps?

You can caulk them. You can use lacquer thinner to get all of the junk that is on the window frame also.
