I'm not really seeing the issue. If you don't get any bar service without the drink package, then the bar staff isn't getting any of that gratuity. It sounds like you are just paying an additional 2% on your added purchase.

The statement about distribution is probably all inclusive so they don't have to have multiple statements to cover every purchase.
