Always has been, along with holding. There's NEVER been a consistent baseline.

There was in my day. If a defender put his hands on you twenty yards downfield before the ball arrived it was automatic. The SF49 defender impeded the receiver downfield with his hands which caused the receiver to just miss the pass off his finger tips. No call. It needs to go back to no contact past 5 yards. But like I said, there doesn't appear to be a definitive rule. Is there one?

There's definitely a written rule defining it, it's just not called that way by all refs a d kit called all the time

Just like holding

Any judgement call is going to be tgst way and complained about by fans

There was much less judgment involved in my day. The only question was whether or not the defender arrived before the ball.
