Bringing over from f16 due to the potential for many more acres of OUR land and the possibility of a massive increase in access to hunting and fishing spots.

The default position for public lands will to allow use of them, unless a specific reason is given, and not the previous position of "yea, no you little people can't do that".

We'll see how it goes.
