Think that Twitter guy might be exaggerating. This is from the USA Today story with direct quotes from Favre. It still sounds really terrible, but the Tweet makes it sound like he's on death's door.

He didn't get charged on the condition that he paid back $1.1 million he made from speaking events that he never actually spoke at. There's a Netflix doc called "Fall of Favre" from earlier this year that details it.

Imagine being so arrogant that even after making millions and millions in the NFL and through endorsement deals that you don't see any problem making another $1 million by getting paid to not show up at an event that you're supposed to speak at.
