The most common command, #1 actually, in the Bible is "Fear not".
Depends on what phrasing you are looking at but it seems to me that the Bible is pretty symmetrical in regards to telling us to "have no fear" and at the same time to "fear the Lord."

There is no fear in love, but perfect love casts out fear, because fear has to do with punishment. The one who fears is not made perfect in love.
I believe to "fear" the Lord is more like respect and awe. Kind of like you have with your earthly father.

Hear therefore, O Israel, and be careful to do them, that it may go well with you, and that you may multiply greatly, as the Lord, the God of your fathers, has promised you, in a land flowing with milk and honey.
